We don’t want to be against the low – so I have to say about legality of pyrotechnics.

In UK people under age of 18 cannot buy and posses fireworks in a public place.
Of course there are many regulations to using pyro and it’s depends of products. Before use, you have to ALWAYS read user manual and (what is important) than follow it. Using fireworks between 11 pm and 7 am is allowed only in special situations:
On November 5th – until midnight,
On December 31st – until 1 am,
On Diwali – until 1 am,
And on Chinese New Year – until 1 am.
Of course using fireworks is ILLEGAL on a public place (in the street and on the beach).

To buy consumer fireworks you don’t have to have any licence. But all products should conform to British Standards or carry a CE mark.

In other European countries it’s more complicated – believe me. However, as says Directive 2013/29/EU of the European Parliament and of the Council: “Member States shall not prohibit, restrict or hinder the making available on the market of pyrotechnic articles which satisfy the requirements of this Directive” – so you could read this directive and everything will become clear.
